As part of HM Revenue and Customs’ (HMRC) digital programme, we’re currently centralising our postal mail facility and reviewing the various different addresses in use for incoming mail.

Therefore with effect from 1 March 2017, mail that would have been addressed to the National Clearance Hub (NCH) in Ralli Quays should now be addressed to:

Mail sent to this address will be scanned and forwarded on to the NCH in an electronic format. Where personal original items are received these will be scanned and returned to the customer. However, unless you are specifically required to send originals to the NCH please arrange for copies to be sent. Some mail has been identified as not suitable for scanning and although it should still be sent to the above address, it will be returned to the NCH for working.

Courier Traffic

Please don’t send post by courier to the above ‘BT-NCH’ address. When you send post by courier to the NCH please continue to use the address below:

Receipt of mail

Following the introduction of the new address for NCH mail, all post, whether received by courier, Royal Mail, commercial post or hand delivered, will be sent for scanning. As this is done off-site, mail may not be actioned on the date of receipt and you should take this into account when arranging for items to be posted or delivered.

National Duty Repayments Centre

Most NDRC forms sent by post (for example, C285 claims and supporting documents including ‘current month amendments’), are now being scanned and forwarded electronically to the NDRC Team. As this is done off-site, they may not be received before the month end and may not be processed prior to the deadline date for deferment accounts.

For all ‘current month amendments’ sent by post, you should ensure that they’re posted in at least 2 working days before the last working day of the relevant month. If these are not received by the NDRC prior to the last working day of the month end, there may be an impact on your deferment account.

Exceptions to scanning

Due to the customer service level agreements of certain work areas it’s not possible to use the centralised address for all mail. In this case certain work areas should continue to use the Ralli Quays address. This applies to:

  • ATA Carnets (Admission Temporaire/Temporary Admission Carnets)
  • ATR (Admission Temporaire Roulette)
  • Attestation of Equivalence Certificates
  • C&E 250
  • C1299 (EUR1)
  • Generalised System of Preference
  • T2L
  • T5
  • NIDAC (National Import Duty Adjustment Centre) & NDRC Quota / Preference Repayment Claims

These forms or licences should be continued to be posted to:

All money, including cheques and bank guarantees, should be addressed to the above Ralli Quays address.

Route 3s

Currently Route 3s are posted to the NCH at Ralli Quays using a Freepost address. With effect from 1 March 2017 these should be sent to:

It’s important that the exact addresses, as detailed above, are used to ensure that the mail is received at the correct office.

Please ensure that you use the correct address for your work area. Any mail incorrectly addressed to Ralli Quays will be forwarded to the scanning address and may result in a delay. Any mail that is incorrectly sent to the Freepost address will be re-assigned to the correct work area, which may also result in a delay and impact on any repayments due.

These changes only affect mail received by post or courier and hand delivered to Ralli Quays. No changes are made to correspondence received by email.
